Start Registry Editor and navigate to HKEY_CURRENT_USER \Software\Microsoft\InternetExplorer\Toolbar\WebBrowser. Click Edit > New > DWORD named "ITBar7Position". Double-click and modify the decimal value to "1". Exit and restart IE for the changes to take effect.
